The Uganda Optical Cable Construction Project, primarily implemented through the National Backbone Infrastructure (NBI) Project, aims to expand nationwide fiber optic connectivity to enhance broadband access, reduce internet costs, and support socio-economic development.

Overview of the Project

The National Backbone Infrastructure (NBI) Project is a flagship initiative by the Government of Uganda, launched in 2006 under the Ministry of Information, Communications, Technology and National Guidance, with support from the World Bank and later the Government of China. Its main goal is to lay a nationwide fiber optic network linking major towns, government institutions, and border points, thereby improving broadband connectivity, reducing reliance on expensive satellite links, and supporting e-government services and digital transformation across Uganda .

Objectives

The project is designed to:

  • Provide affordable, high-speed internet to public and private sectors.
  • Reduce internet costs and improve service reliability.
  • Support regional integration by connecting Uganda to neighboring countries such as Kenya, Rwanda, South Sudan, and Tanzania.
  • Promote socio-economic development through enhanced ICT infrastructure .

Implementation and Technical Aspects

The project is implemented in phases, covering thousands of kilometers of fiber optic cable. Key technical activities include:

  • Fiber optic cable installation (aerial and underground) and splicing.
  • Network design with centralized and cascaded passive optical splitters.
  • Maintenance and emergency repair services to ensure network reliability.
  • Use of specialized geomatic software for real-time network design and management . Private sector companies, such as Haraka Solutions Limited and Fiber Technologies Uganda Ltd, provide consultancy, deployment, and training services, ensuring high-quality construction and skilled workforce development .

Regulatory Framework

The Uganda Communications Commission (UCC) has established a framework to regulate the installation, maintenance, protection, and disposal of optical fiber cable (OFC) infrastructure. This framework:

  • Sets minimum standards for OFC deployment.
  • Mitigates infrastructure duplication and protects existing underground utilities.
  • Ensures compliance with national and international standards and treaties.
  • Defines key terms such as “infrastructure owner,” “maintenance chambers,” and “right of way” to guide project implementation .

The Uganda Optical Cable Construction Project has significantly enhanced digital connectivity, enabling:

  • Improved ICT service delivery in government and private sectors.
  • Expansion of fiber-to-the-home (FTTH) networks.
