Afghanistan does not currently have fiber optic cable factories; all fiber optic infrastructure relies on imported cables and government-managed deployment.

Current Fiber Optic Network

Afghanistan has developed a substantial fiber optic network, with over 4,000 kilometers of cables already laid across major urban centers and border crossings, and plans to expand to 7,000 kilometers to achieve nationwide connectivity . The network, including the Afghanistan National Ring Network, connects major cities such as Kabul, Herat, Mazar-e-Sharif, Kandahar, and Jalalabad, and links internationally with Pakistan, Iran, Turkmenistan, Uzbekistan, and Tajikistan . Expansion projects, such as the recent 488-kilometer fiber optic extension, are ongoing to connect additional provinces .

Management and Investment

The Afghan fiber optic network is entirely government-owned, managed by Afghan Telecom, deployed by the Ministry of Communications and Information Technology, and regulated by the Afghanistan Telecommunications Regulatory Authority (ATRA), . While ATRA has drafted policies to encourage private sector investment, no private fiber optic manufacturing or domestic production of cables currently exists . International companies, such as GL FIBER, supply and deploy high-performance fiber optic cables in Afghanistan, including aerial, underground, and specialized routes for challenging terrains .

International Collaboration

Afghanistan's fiber optic development heavily relies on foreign investment and imported technology, with partnerships involving China, India, and Central Asian countries to enhance regional connectivity and integrate into the broader Digital Silk Road . These collaborations focus on importing cables, deploying infrastructure, and expanding broadband access rather than establishing local manufacturing.

Conclusion

While Afghanistan has made significant progress in building a national fiber optic network and improving internet and telecommunications services, it does not have domestic fiber optic cable factories.
